Can You Drive Alone With a Learner's Permit?

The short answer is no, and it is the same answer in all 51 jurisdictions. A learner's permit is permission to practice with a qualified supervising driver in the car, not permission to drive. What actually varies is who is allowed to supervise you, how many hours you owe before you can book a road test, and what else you are restricted from doing while you hold the permit.
What "supervised" actually requires
Every state requires a supervising driver in the front passenger seat, licensed, and old enough to qualify. The qualifying age is the part people get wrong: it is commonly 21, but several states set it at 25, and some additionally require the supervisor to have held a full license for a minimum period. Driving alone on a permit is generally treated as driving without a valid license, which is a separate and more serious offense than a permit violation.
A parent's presence does not by itself satisfy the rule. If your state requires a supervisor aged 25 or older and the adult with you is 22, you are not legally supervised, even though they are your parent and even though they are licensed.

The supervised-hours age cut is not 18 everywhere
Supervised practice hours are part of graduated driver licensing, which is designed around teenage drivers, so in most states the requirement stops applying at some age. It is widely assumed that age is 18 everywhere. It is not. Of the 50 jurisdictions whose rule we could verify against their own page, 38 use 18 β but the District of Columbia, Maine, New Jersey and Ohio run the requirement to 21. Idaho, Mississippi and South Carolina stop below 17, and North Dakota below 16. Four more β Georgia, Indiana, Maryland and Utah β apply it to every first-time applicant regardless of age, so an adult in Georgia owes the same 40 hours a teenager does.
This matters most to adult first-time applicants, who are routinely told online that they owe a teenager's practice hours when their own state may not require any. The "Hours apply to" column above shows the bracket only where we could verify it against the state's own page; where we could not, it says so rather than guessing in either direction.
What happens if you are caught
- The permit is typically suspended or its clock restarted, pushing back the earliest date you can take the road test.
- Many states add the violation to the driving record that follows you into your provisional license period.
- Because it is usually charged as unlicensed driving rather than a permit violation, insurance consequences can outlast the permit itself.
- A vehicle driven by an unlicensed driver may not be covered at the moment of a collision, which is the part that turns a minor mistake into a lasting one.
Before you book the road test
Two things reliably cost people their appointment, and neither is driving skill: not having the supervised-hours log signed where the state requires one, and bringing a vehicle that fails the pre-test inspection. Your state's road test guide covers both.
